Residential Pass & Permit Information
Disposal Pass
The Norwalk Common Council, effective April 14, 2020, created separate passes for use at the Norwalk Transfer Station & Yard Waste Site (Disposal Pass) and for use at the City Parks, Beaches & Properties (Parks Parking Pass).
All Residential (non-commercial) vehicles are required to have a valid City of Norwalk Disposal Pass, for use of the Transfer Station or Yard Waste Site. The Disposal Pass is valid from April 1 to March 31 each year; a grace period is given until May 15th to get the new Disposal Pass.
Disposal Pass for Cars & SUVs
All Residential vehicles, cars, SUVs, and/or minivans (NOT pick-up trucks, vehicles with trailers or vans) entering the Norwalk Transfer Station and/or the Norwalk Yard Waste Site are required to have a
current Disposal Pass
visibly displayed on the drivers-side of their dashboard.For additional information on the Disposal Pass.
Resident Disposal Permit Card for Pick-Up Trucks, Vans, or Trailers
All Non-Commercial Pick-Up Trucks, Vans, and Vehicles with Trailers are required to have a Residential Disposal Permit Card.
The Residential Disposal Permit Card is issued at the Norwalk Transfer Station, 61 Crescent St, Norwalk CT.
For a new Permit Card, please go to the Transfer Station with the vehicle empty, so it can be weighed. Please also bring a copy of the current Disposal Pass for the vehicle.
EFFECTIVE June 1, 2023, ALL NON-COMMERCIAL PICK-UP TRUCKS, VANS, AND VEHICLES WITH TRAILERS WILL BE REQUIRED TO SHOW THE 2023 DISPOSAL PASS IN ORDER TO 'RENEW' THEIR PERMIT CARD.
Trucks, pick-up trucks, vans and vehicles with trailers will be weighed at all times.
All Non-Commercial Pick-Up Trucks, Vans, and Vehicles with Trailers with a Valid Residential Disposal Permit Card, are entitled to a total of One (1) Ton Free per Fiscal Year at the Norwalk Transfer Station and/or Yard Waste Site.
The Fiscal Year runs from July 1 - June 30 each year.
In the event a Residential account disposes over the Free One (1) Ton, the Resident shall be required to pay the Disposal Fees.
Any questions or complaints must be sent to the Director of Public Works in writing.
Vehicles with No Pass or Permit
Vehicles that do NOT have a valid Disposal Pass, Residential Disposal Permit Card or Commercial Account, there is a minimum charge of $20, to use the Norwalk Transfer Station or Yard Waste Site.
The Disposal Fee may be higher than the $20 minimum, depending on the weight of the material and the location (Norwalk Transfer Station or Yard Waste Site).

The City of Norwalk reserves the right to interview the person and inspect the property requesting non-commercial status.
The Chief of Operations & Public Works shall, within 15 days of such written appeal, hear and decide the matter.
If determined by the Chief to be a Commercial solid waste hauler, that vehicle must be permitted and licensed (see commercial license and application information).

Only with sole permission of the Chief shall the user be allowed to resume tipping as a non-commercial vehicle.
