INTRODUCTION

The American Rescue Plan Act (ARPA) of 2021 was signed into law by President Biden on March 11, 2021. The legislation established the Coronavirus-19 State and local Fiscal Recovery Fund (SLFRF) which is intended to support state and local governments as they address the health and economic impacts of COVID-19 on their communities, residents, and businesses.

According to guidance issued by the U.S. Department of Treasury, “Fiscal Recovery Funds must be used in one of the four eligible use categories specified in the American Rescue Plan Act and implemented in the Interim Final Rule, which includes “respond[ing] to the public health emergency or its negative economic impacts, including assistance to households, small businesses, and nonprofits, or aid to impacted industries such as tourism, travel, and hospitality.”

Project Overview

Coronavirus State and Local Fiscal Recovery Funds provide a substantial infusion of resources to meet pandemic response needs and rebuild a stronger, more equitable economy as the country recovers. Within the categories of eligible uses, the City of Norwalk is seeking proposals that will address the negative economic impacts of COVID-19 that serve the needs of vulnerable populations, particularly those heavily impacted by the pandemic.

This solicitation is looking for proposals that will run for a minimum of 1 year, and may be renewed for an additional year if funding is available. The proposal may not seek funding for programs that are already fully funded through other sources. Rather, the proposal must seek funding for a program that is either a) new or innovative, or b) will be expanded to serve a greater population. Eligible programs must exclusively serve Norwalk residents.

The following funding opportunities will be provided in these categories:

1. Eviction Prevention
2. Homelessness Interventions;
3. Behavioral & Mental Health;
4. Early Childhood;
5. Workforce Initiatives; and
6. Youth Prevention

The use of federal funds requires the collection of the specific information included in this application.  By completing the  Grant Application your submission will be reviewed to determine eligibility. In all cases, the City of Norwalk reserves the right to reject any application in the event the City identifies a potential conflict of interest or the appearance of a conflict of interest. Submission of an application in no way obligates the City to award funding and the City reserves the right to reject any or all applications at any time.  Grant recipients agree to a reporting process post-award to assure funds are used as intended.

Are you eligible to apply for ARPA Community Recovery Fund?

CHECK YOUR ELIGIBILITY: Before beginning the application process, please make sure your organization is eligible to apply for funding.  

 You are NOT eligible to apply for the ARPA Community Recovery Fund if you answer No to ANY of the following questions.

• Provide IRS determination letter or proof of application for non-profit status
• Audited annual financial statement for the two most recent fiscal years or other financial reference which demonstrates the organization’s financial capacity.
• Provide prior three-year Federal Income Tax Returns (Form 990, Form 990-EZ, or Form 990-PF).
• Enter a contractual agreement with the City that outlines general obligations and reporting requirements.
• Funding request cannot be in excess of 50% of the organization’s total annual expenses as noted on their IRS form 990.
• An organization in operation for more than three years.
• Serve Norwalk residents exclusive with the funding.
•  Any applicant who does not meet basic  eligibility in their application will be eliminated for further consideration at the prescreening stage.
