Disposal Pass
The Norwalk Common Council, effective April 14, 2020, created separate passes for use at the Norwalk Transfer Station & Yard Waste Site (Disposal Pass) and for use at the City Parks, Beaches & Properties (Parks Parking Pass).
The Disposal Pass is free to Norwalk Residents and/or real property owners that pay the vehicle tax to Norwalk.
The Disposal Pass must be printed and placed on the driver’s side windshield for view at both the Norwalk Transfer Station and Yard Waste Site.
During the COVID-19 Pandemic:
The Recreation & Parks Office at Norwalk City Hall (125 East Ave, Norwalk CT) is open Monday - Friday, 9am - 4pm. Or please email DisposalPass@NorwalkCT.gov or call 203-854-7806 for additional assistance. Please include a photo of the vehicle's registration with your email.
Disposal Pass Information
- The Disposal Pass is required at the Norwalk Transfer Station and Yard Waste Site.
- The Disposal Pass is free to Norwalk residents and/or real property owners that pay the vehicle tax to Norwalk.
- For Norwalk Residents and/or real property owners that do NOT pay the vehicle tax to Norwalk, the fee for the Disposal Pass is $100.
- The Resident Verification is currently available; and is available 24 hours/day 7 days/week.

You will need your vehicle license plate number.
If your car tax payment is delinquent, you cannot obtain the Disposal Pass. Please contact the Tax Office at 203-854-7731.
If you are unable to print the Disposal Pass, please come to City Hall and we will be happy to print the Disposal Pass for you.

RESIDENTS and/or REAL PROPERTY OWNERS
The Disposal Pass is free to Norwalk residents and/or real property owners that pay the vehicle tax to Norwalk.
For Residents and/or Real Property owners that pay vehicle tax to Norwalk, please use the below link:
Residents and/or Real Property Owners will need your vehicle license plate number.
For Residents and/or Real Property owners that registered their vehicle after October 1st each year; you must come to City Hall to add your vehicle to the Vehicle Grand List. The City only receives the information from the Connecticut DMV once a year.
Please bring the vehicle registration (stating your name and Norwalk address) to City Hall OR email DisposalPass@NorwalkCT.gov
For Residents and/or Real Property owners that DO NOT Pay vehicle tax to Norwalk, the Disposal Pass is $100 to purchase.
You will need to present one of the documents listed below, along with your vehicle registration at City Hall to purchase a Disposal Pass.
- Current Home Lease or Home Mortgage statement with Norwalk Address
- Current City of Norwalk Property Tax Bill or Property Deed
Please Note: The name on the vehicle registration MUST match the name on the Home Lease, Home Mortgage, Property Tax Bill, or Property Deed.
LEASED VEHICLES
If your vehicle is leased, and your Norwalk address is on the vehicle registration, please bring the vehicle registration to City Hall and the vehicle will be added to the Norwalk Vehicle Grand List and you will be issued a Disposal Pass.
If your vehicle is leased, and your Norwalk address is NOT listed on the registration, you will need to bring the vehicle registration and one of the items listed:
- Current Home Lease or Home Mortgage statement with Norwalk Address
- Current City of Norwalk Property Tax Bill or Property Deed
Please Note: The name on the vehicle registration MUST match the name on the Home Lease, Home Mortgage, Property Tax Bill, or Property Deed. The only exception will be a company vehicle.
COMPANY VEHICLES
If your vehicle is a Company Vehicle, you will need to bring the following to City Hall:
- A letter from the Company (on Company Letterhead) stating you are the sole driver of the vehicle, and
- A Paycheck stub from the Company, and
- The Vehicle Registration
You must also bring one of the items listed below:
- Current Home Lease or Home Mortgage statement with Norwalk Address
- Current City of Norwalk Property Tax Bill or Property Deed
Please Note: The name on the vehicle registration MUST match the name on the Home Lease, Home Mortgage, Property Tax Bill, or Property Deed. The only exception will be a company vehicle.
